ACCEPTANCE OF THE AGENDA:  The City Council will discuss the order of the agenda, may amend the order, add urgency items, note abstentions or "no" votes on Consent Calendar items, and request Consent Calendar items be removed from the Consent Calendar for discussion. The City Council may also remove items from the Consent Calendar prior to that portion of the Agenda.

RECOMMENDATION:


Accept the resignation of Margaret Keung from the Parks & Recreation Commission effective immediately; and acknowledge that an unscheduled vacancy has occurred on the Planning Commission.

RECOMMENDATION:

Adopt a resolution entitled, "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, APPROVING PAYMENT OF PAYROLL WARRANTS/DISBURSEMENTS FOR THE PERIOD ENDING 03-22-24 TOTALING $2,329,592.37 AND ACCOUNTS PAYABLE WARRANTS DATED 03-14-24 TOTALING $4,410,429.65, IN THE AGGREGATE AMOUNT OF $6,740,022.02, DRAWN ON BANK OF AMERICA."

F.   AWARD UTILITY USERS TAX AUDIT SERVICES AGREEMENT WITH AVENU INSIGHTS & ANALYTICS

RECOMMENDATION:
  1. Approve Contract Services Agreement No. 24P068 with Avenu Insights & Analytics, to provide Utility Users Tax Audit Services for a five-year term in an amount not to exceed $242,500 beginning April 15, 2024, through April 14, 2029; and
  2. Authorize the City Manager or designee to execute all necessary documents.

RECOMMENDATION:
  1. Approve the Second Amended JPA Agreement; and
  2. Authorize the City Manager and City Attorney to execute any and all documents required for this matter.

I.   SECOND READING AND ADOPTION OF ORDINANCE NO. 2096 AMENDING SECTION 16.37.005 OF THE PALM SPRINGS MUNICIPAL CODE RELATING TO THE SIGNAGE REGARDING REGULATORY MEASURES APPLICABLE TO TRANSPORTATION NETWORK COMPANIES.

RECOMMENDATION:

J.   LEASE AGREEMENT WITH PALM SPRINGS HISTORICAL SOCIETY FOR VILLAGE GREEN MUSEUM EXHIBIT SPACES

RECOMMENDATION:


Staff recommends the City Council approve the lease between the Palm Springs Historical Society and the City of Palm Springs for the management and programming of four museum exhibit spaces at the Village Green.

3.   BUSINESS & LEGISLATIVE: 
 
A.   APPROVAL OF THREE NEIGHBORHOOD TRAFFIC CALMING REQUESTS IN THE AMOUNT OF $40,000 AND AUTHORIZATION TO PURCHASE AND IMPLEMENT THE TRAFFIC CALMING MEASURES

RECOMMENDATION:
  1. Approve the following traffic calming requests:
    1. a) Sunrise Park Neighborhood: Installation of two electronic speed feedback signs, one on the north side and one on the south side of E Amado Road, between N. Sunrise Way and N. Farrell Dr.;
    2. b) Tahquitz River Estates and Warm Sands Neighborhoods: Installation of two stop signs, one on the east side and one on the west side of E. Sunny Dunes Road at S. Calle Palo Fierro, a new stop legend and stop bars on both sides of Sunny Dunes, and refresh stop legends and stop bars on both sides of Calle Palo Fierro.
    3. c) Los Compadres and Sonora Sunrise Neighborhoods: Installation of two LED stop signs, one on the north side and one on the south side of S. Farrell Drive at E. Sonora Rd., a new ladder style crosswalk on all four sides of the intersection, a new stop legend and stop bars on both sides of Farrell, and refresh stop legends and stop bars on both sides of Sonora Rd.; and
  2. Adopt Resolution entitled, “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, AUTHORIZING THE CITY ENGINEER TO ESTABLISH AN ALL-WAY STOP CONTROLLED INTERSECTION AT SOUTH FARRELL DRIVE & EAST SONORA ROAD AND EAST SUNNY DUNES ROAD & SOUTH CALLE PALO FIERRO, IN ACCORDANCE WITH SECTION 12.16.030 OF THE PALM SPRINGS MUNICIPAL CODE.”
