Pursuant to Assembly Bill 361, this meeting may be conducted by teleconference.  There will be in-person public access to the meeting location.

REPORT OF POSTING OF AGENDA: Agenda available for public access at the City Hall exterior bulletin board (west side of Council Chamber) and the Planning Services counter by 9:00 pm on Thursday, December 7, 2023.
 
ACCEPTANCE OF THE AGENDA: The Planning Commission will discuss the order of the agenda, may amend the order, note abstentions and request Consent Calendar items be removed from the consent calendar for discussion.
 
PUBLIC COMMENT: This time has been set aside for members of the public to address the Planning Commission on Consent Calendar and other agenda items; and items of general interest within the subject matter jurisdiction of the Commission. Please note that the Planning Commission is prohibited from taking action on items not listed on the posted agenda. Three (3) minutes is allowed for each speaker. Testimony for Public Hearings maybe offered at this time or at the time of the hearing.   MEMBERS OF THE PUBLIC WHO WOULD LIKE TO COMMENT ON ITEMS ARE DIRECTED TO COMMENT UNDER THIS PORTION OF THE AGENDA.

A.   A REQUEST BY WAYNE GOTTLIEB, OWNER, IN CONJUNCTION WITH OFF THE CHARTS CANNABIS DISPENSARY FOR A MAJOR DEVELOPMENT PERMIT APPLICATION TO CONSTRUCT A 628- SQUARE FOOT ADDITION TO AN EXISTING COMMERCIAL BUILDING FOR A NEW CANNABIS DISPENSARY AND LOUNGE LOCATED AT 1534 NORTH PALM CANYON DRIVE, C-1 (CASE #DP 2023-0016) (GM)

RECOMMENDATION:
Adopt a resolution determining the project is exempt from CEQA review and approve the project subject to conditions.

B.   A REQUEST BY THE PLANNING COMMISSION FOR A SIX (6)-MONTH REVIEW OF LAND USE PERMIT 19-102 AMENDMENT FOR THE VILLAGE (FORMER VILLAGE PUB) LOCATED AT 266 SOUTH PALM CANYON DRIVE, ZONE CBD, SECTION 15 (CASE NO. LUP 19-102 AMENDMENT). (NK)

RECOMMENDATION:
That the Planning Commission take the following actions:
  1. Provide direction to staff regarding minor issues identified in the Staff Report;
  2.  Add the recommended conditions to the existing conditions of approval; and
  3. Provide further directions to staff for any further actions deemed necessary.
