CALL TO ORDER:
Chair Klatchko called the meeting to order at 1:34 pm.
ROLL CALL:
Roll Call: 7 members present, 0 members absent, 0 members excused.
REPORT OF POSTING OF AGENDA: The agenda was available for public access at the City Hall exterior bulletin board (west side of Council Chamber) and the Planning Services counter by 6:00 pm on Thursday, February 4, 2016.
ACCEPTANCE OF THE AGENDA:

PUBLIC COMMENTS:

The following persons spoke in reference to the prior Study Session Item 2 - Serena Park (Palm Springs Country Club:
FRED FABRICANT, resides on Whitewater Drive, provided background history on the site and private and public roads; and cautioned that the curve at the intersection at Farrell Drive and Racquet Club is very dangerous.
TERRI MC COPPIN, resides in Palm Springs Country Club, expressed concern with the insignificant impact in the traffic study, amount of open-space and issues with flood control area.
STEWART SOKOL, expressed concern with Via Escuela backing up in the mornings and closure of Gene Autry due to the strong winds. The entrance will have a tremendous impact.
JEFF D'AVANZO, encouraged the Commission to re-examine the layout in the original plan; noting that the proposed setbacks will impact the views. He's in favor of this area being developed; however, concern about meeting water mandates while adding hundreds of homes.
JERRY COLLAMER, spoke on behalf of Bob & Renee Saunders, stated that they purchased their house because of the open-space protected by the General Plan; recommended to re-think the golf course delema.
RENEE SAUNDERS, said the proposed park is not in a good area and suggested mitigating open-space by leaving some narrow fairways open.
JIM O'KEEFE, suggested looking at project alternatives to golf and expressed concern with a development agreement and lack of public benefits.
DENISE JANSSEN EAGER, resides in Palm Springs Country Club, glad the Commission is studying the EIR and urged the Commission to look into project alternatives.
RONALD HERISKO, commented about the tremendous amount of traffic that will be increased and suggested reconsideration of traffic study. He questioned building a temporary construction road over the wash to Gene Autry to avoid traffic in this area.
DAVID SUELEP, Desert Park Estates Neighborhood Organization, advisory board member, said he understands the complexities of the Serena Park project and requested consideration that Francis Road not be opened up as an access point.
The following person(s) spoke on other issues:
ALLEN WORHTY, commented about police harrasment and vehicle impounment.
ERIC CHIEL, provided details and invited the Commission and public to the street name change dedication from Arquilla Road to Krisel.

Commissioner Hirschbein noted his recusal on the minutes because he was not in attendance.
Motion to approve Approve, as submitted. Moved by Commissioner Donenfeld, seconded by Commissioner Weremiuk.

2. NEW BUSINESS:
2A. DUANE SMITH AND STEFANE BARBEAU REQUEST THE VACATION AND ABANDONMENT OF A PORTION OF A PUBLIC RIGHT-OF-WAY ON GIRASOL AVENUE ADJACENT TO 2800 VISTA GRANDE; LOT 29 OF AMENDED MAP OF CHINO VISTA, (CASE 7.1441; ENG. FILE R 15-10) (ER).
Assistant Director of Public Works Khamphou presented the proposed street vacation as outlined in the staff report.
Commissioner Calerdine noted that only some improvements have been done on this street and suggested finding ways of encouraging homeowners to have this done.
Motion to approve Approve as submitted. Moved by Commissioner Weremiuk, seconded by Commissioner Middleton.

2B. TOLL CA II, L.P., REQUESTS THE VACATION OF A PORTION OF A PUBLIC UTILITY EASEMENT WITHIN LOT "I", OF TRACT MAP 32233-5, OF THE ESCENA PLANNED DEVELOPMENT DISTRICT; (CASE 5.0666, PD-231; ENG. FILE: R15-13). (ER)
Assistant Director of Public Works Khamphou presented the proposed lot-line adjustment as outlined in the staff report.
Commissioner Weremiuk disclosed that she resides in Escena Development and previously spoke with the City Attorney and Fair Political Practices Commission and have determined that there is no conflict of interest. She explained that Toll Bros. is working on opening up an improved pedestrian path across the golf course (improved access within the community).
Motion to approve Approve as submitted. Moved by Commissioner Weremiuk, seconded by Commissioner Calerdine.
Vote to approve Approve as submitted. (Approved)
PLANNING COMMISSION REPORTS, REQUESTS AND COMMENTS:
The Commission requested clarification and/or commented on:
-The process for the Museum Market Plaza Specific Plan - the revised plans for the hotel and Development Agreement will return to the Commission for review.
-Provide security for the Planning Commission meetings due to controversial testimony in the last few months.
-Provide a summary of the changes to the MMP Specific Plan recommended by the City Council.
-Vice-Chair elections will be agendized for the next meeting.
-Status of the small lot subdivision guidelines for PDD's. Commissioner Hirschbein was appointed as a member of the subcommittee and will be meeting soon.
-Serena Park EIR is posted on the City's webpage on the Planning Department homepage. A request to get a formal position from adjoining neighborhood organizations on the Serena Park project. A request that the developer reach out to the residents from the mobile home park.
PLANNING DIRECTOR'S REPORT:
Planning Director Fagg distributed a copy of the proposed revisions to the Water Efficient Landscape Ordinance and provided and overview.
