PUBLIC HEARINGS:
3. Case 5.1084 GPA/COZ, TTM 33853 - An application by Shaida Mansoub and Behzad Saboorian, owners of Sunrise Condominiums, for a General Plan Amendment, Change of Zone, and a Tentative Tract Map associated with development project Case 3.2817, for 12 residential condominiums located on the southwest corner of North Sunrise Way and Vista Chino Road, Zone P, Section 11, APN 507-100-041.
Associate Planner, Diane Bullock, gave background informatin as outlined in the staff report dated February 22, 2006. She gave detailed information regarding the frontage along Sunrise Way, parking and desert landscaping.
Chair Marantz voiced her concern regarding the balconies.
Discussion was made regarding the width of the road, curb cuts and set-backs.
Chair Marantz opened the Public Hearing.
Paula Auburn, Palm Springs, lives at Sunrise Racquet Club and a member of the Sunrise Vista Chino Neighborhood Coalition, praised the early notification process and is excited to have another condominium project in the neighborhood.
Frank Urratia, architect for the project, stated their intention for the project was to create a high end and high quality project.
There being no further comments, the Public Hearing was closed.
Further discussion was made regarding the median along Sunrise Way and the entrance to the project.
Motion to To recommend that the City Council adopt the Negative Declaration and recommend approval to City Council for Case 5.1084 GPA/COZ, TTM 33853 and Case 3.2817. Moved by Ringlein, seconded by Hutcheson.

4. Case 5.1011 PD 299 / TPM 32353 - An application by Landau Development Company, Inc., for a Planned Development District and a Tentative Parcel Map to subdivide approximately 0.91 acres into four residential parcels and to construct four single-family residences located at 260 West Vista Chino, Zone R-3, Section 3.
Principal Planner, Edward Roberts, gave a history of the project as outlined in the staff report dated February 22, 2006. He requested fire Condition #3 and #12 be eliminated. Marcus Fuller, Assistant Director of Engineering, requested Engineering Conditions #9, #14 and #15 be eliminated, as well.
Discussion and was made regarding guest parking, the fire turn-around and street widths. Chair Marantz voiced her concern regarding the narrow streets. Commissioner Roath concurred with the parking problem.
Chair Marantz opened the Public Hearing:
Bob Barckley, representing Landau Development, has been working on this project for several years and has complied with changes, he further requested the undergrounding of utilities be deferred to covenant.
There being no further comments, the Public Hearing was closed.
Commissioner Roath felt the set-backs were not acceptable and was not pleased with the architecture.
Commissioner Hutcheson felt 3 bedroom units will require more than 2 of the proposed guest parking spaces.
Vice Chair Hochanadel recommended removing one unit to accommodate more parking spaces.
Motion to To deny. Moved by Ringlein, seconded by Vice Chair Hochanadel.
Vote to To deny, without prejudice. (Approved)
5. Case 5.1019 PD 302 / TTM 32736 - An application by Marshall Ininns Design Group, for a Planned Development District and a Tentative Tract Map to subdivide approximately 8.4 cres and construct 42 condominium units on the north side of 34th Avenue at Lawrence and Marguerite Street, Zone GA(6), Section 20, APN 680-180-002 and 680-180-041.
Principal Planner, Edward Robertson, gave a history of the project as outlined in the staff report dated February 22, 2006. He indicated the applicant has made revisions to the site plan and has reduced the number of lots from 45 to 42. He reported the Fire Department has requested Fire Conditions #7 and #12 be eliminated.
Discussion was made regarding guest parking, driveway approaches, set-backs and the maximum building heights.
Chair Marantz opened the Public Hearing.
Marshall Ininns, architect, stated three buildings have been eliminated for this project and gave additional information.
Don Reagan, lives at Tahquitz Creek, adjacent to the proposed property, requested consideration for repaving of Avenue 34th.
Nick DeBerry, part of development team, gave additional information.
There being no further comments, the Public Hearing was closed.
Discussion was made regarding roofing, guest parking and privacy concerns.
Commissioner Hutheson voiced his concern with the front and rear yard set-backs, landscaping and too many units being squeezed into one area because people would rather have private space rather than shared common space.
Further discussion was made regarding the miniumum rear yard set-backs and the proposed swimming poles.
Commissioner Shoenberger requested further clarification regarding the minimum distance between buildings.
Vice Chair Hochanadel stated he was in not in favor of the project because he had concerns with parking set-backs, the distance between the buildings and the roofing.
Motion to To deny. Moved by Vice Chair Hochanadel, seconded by Hutcheson.

9. CITY COUNCIL ACTIONS: Update.
Craig A. Ewing reported a City Council Study Session will be held tonight at 6:00 p.m. to discuss the proposed College of the Desert West campus site and a presentation will be conducted from the Planning Center for the Land Use Element and Land Use Map for the General Plan.
Discussion was made regarding housing in re-development areas. Commissioner Shoenberger requested to include in staff reports if consideration should be made for a a project is in a redevelopment area.
10. COMMISSION/STAFF REPORTS AND REQUESTS -
Chair Marantz stated her concern regarding pre-application projects not currently being presented at Study Sessions. Craig Ewing reported the City Attorney is continuing to work on a draft pre-application review process for Study Sessions. He also indicated that the Planning Commission always has the option not to make a decision and continue the project with direction to staff and the applicant.
Vice Chair Hochanadel requested renewal information and police reports regarding the conditional use permit for Motel 6. As well as conditional use permit information for Rocky’s Pawn Shop located at 691 South Palm Canyon Drive for security gates and neon signs on the windows and banners on the exterior of the building.
Discussion was made regarding monopalm cell towers. The Commissioners requested a presentation at a Study Session to include different options for the concealment of cell towers.
Commissioner Cohen requested staff follow-up on television screens at the Desert Fashion Plaza and the abandoned gas station at Palo Verde and Palm which has signs advertising repairs.
Marcus Fuller recommended to agendize for a Study Session a set policy on minimum street width since the Commission has been struggling with parking and street widths. Chair Marantz was in complete agreement.
11. ADJOURNMENT: There being no further business, Chair Marantz declared the meeting adjourned at 4:16 p.m.
