City Clerk Thompson provided background information as outlined in the staff report dated December 5, 2007.
Motion to Free Form Adopt Resolution No. 22104, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, RECITING THE FACT OF THE REGULAR MUNICIPAL ELECTION HELD ON NOVEMBER 6, 2007, DECLARING THE RESULT AND SUCH OTHER MATTERS AS ARE PROVIDED BY LAW."
Vote to Adopt Resolution No. 22104, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, RECITING THE FACT OF THE REGULAR MUNICIPAL ELECTION HELD ON NOVEMBER 6, 2007, DECLARING THE RESULT AND SUCH OTHER MATTERS AS ARE PROVIDED BY LAW." (Approved)
The City Council recessed at 6:24 p.m.
S2. OUTGOING MAYOR AND COUNCILMEMBER COMMENTS:
Councilmember McCulloch and Mayor Oden provided leaving office comments, thanked the community of Palm Springs, colleagues on the City Council, and staff for their support.
Mayor Oden and the City Council presented Certificates of Election to newly elected Councilmembers Rick Hutcheson and Lee Weigel and newly elected Mayor Steve Pougnet.
The City Council reconvened at 6:31 p.m.
S3. ADMINISTER OATHS OF OFFICE TO COUNCILMEMBER ELECT RICK HUTCHESON AND COUNCILMEMBER ELECT LEE WEIGEL:
City Clerk Thompson administered the Oath of Office to Councilmember Elect Rick Hutcheson and Councilmember Elect Lee Weigel. Councilmember Hutcheson and Councilmember Weigel took their place at the dais.
S4. ADMINISTER OATH OF OFFICE TO MAYOR ELECT STEVE POUGNET:
City Clerk Thompson administered the Oath of Office to Mayor Elect Steve Pougnet.
S5. INCOMING COUNCILMEMBER COMMENTS:
Councilmember Hutcheson and Councilmember Weigel provided incoming Councilmember comments.
Councilmember Foat and Councilmember Mills welcomed the newly elected Councilmembers.
S6. INCOMING MAYOR COMMENTS:
Mayor Pougnet provided incoming Mayoral comments.
PUBLIC COMMENT:
JONO HILDNER, congratulated the newly elected Mayor and Councilmembers and stated that he looks forward to working with the newly elected Mayor and Members of the City Council.
CRAIG SHEETS, commented on Federal drug enforcement activities.
JOY MEREDITH, commented on a recent fire at her business located in Downtown Palm Springs.
ED TORRES, thanked Mayor Oden and Councilmember McCulloch, and welcomed the newly elected officials.

Councilmember Mills nominated Councilmember Foat for the Office of Mayor Pro Tempore.
Motion to Appoint Councilmember Ginny Foat as Mayor Pro Tempore for the term ending December, 2008. Moved by Councilmember Mills, seconded by Councilmember Hutcheson.
Vote to Appoint Councilmember Ginny Foat as Mayor Pro Tempore for the term ending December, 2008. (Approved)
