Pursuant to Assembly Bill 361, this meeting may be conducted by teleconference. There will be in-person public access to the meeting location.
  • Any person who wishes to provide public testimony for an item on the agenda is requested to file a speaker card before the Public Testimony portion of the meeting.
  • Submit your public comment to the City Council electronically. Material may be emailed to cityclerk@palmspringsca.gov. Transmittal prior to the start of the meeting is required. Any correspondence received during or after the meeting will be distributed to the City Council and retained for the official record.
  • You may provide telephonic comments by calling the City Clerk's Office at (760) 323-8204. You may be added to the queue at any time prior to the end of the public comment period for the subject hearing. At the appropriate time, a staff member will call you so that you may provide your public testimony to the City Council.

ACCEPTANCE OF THE AGENDA:  The City Council will discuss the order of the agenda, may amend the order, add urgency items, note abstentions or "no" votes on Consent Calendar items, and request Consent Calendar items be removed from the Consent Calendar for discussion. The City Council may also remove items from the Consent Calendar prior to that portion of the Agenda.

This time has been set aside for members of the public to address the City Council only on agenda items. Two (2) minutes will be assigned to each speaker. Testimony for Public Hearings will only be taken at the time of the hearing, and General Public Comments, non-agenda items, will be taken later in the meeting.
 
1.   CONSENT CALENDAR:
The following routine matters may be acted upon by one motion. Individual items may be removed by the Council for separate discussion at this time or under Acceptance of the Agenda. The ordinance title is deemed to be read in its entirety and further reading waived on any ordinance listed on the Consent Calendar.
 
A.   FINDINGS TO CONDUCT CITY COUNCIL AND BOARD, COMMISSION, AND COMMITTEE MEETINGS VIRTUALLY UNDER ASSEMBLY BILL 361

RECOMMENDATION:

Find that the City Council has considered the circumstances of the state of emergency during a proclaimed state of emergency, and state or local officials have imposed or recommended measures to promote social distancing, and as a result, the Palm Springs City Council and all of Palm Springs Board, Commission, and Committee meetings may be held by videoconference, in accordance with AB 361.

C.   APPROVAL OF CITY COUNCIL MEMBER APPOINTMENTS AS REPRESENTATIVES TO EXTERNAL ORGANIZATIONS

RECOMMENDATION:
  1. Appoint Mayor Middleton and Mayor Pro Tem Garner (Alternate) to the Coachella Valley Association of Governments Executive Committee.
  2. Appoint Mayor Pro Tem Garner to the Riverside County Community Action Commission.
  3. Authorize the City Clerk to prepare and execute FPPC Form 806, Public Official Appointments.

D.   RESOLUTION DECLARING THE CITY OF PALM SPRINGS A SAFE CITY FOR REPRODUCTIVE FREEDOM AND ACCESS TO ABORTION

RECOMMENDATION:

Adopt a Resolution entitled, “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, DECLARING PALM SPRINGS A SAFE CITY FOR REPRODUCTIVE FREEDOM AND ACCESS TO ABORTION.”

Receive and file a report on the early lump sum annual payment to CalPERS toward retiree Unfunded Accrued Liability.

RECOMMENDATION:

Adopt a Resolution entitled, “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, DECLARING ITS INTENTION TO ANNEX TERRITORY INTO A COMMUNITY FACILITIES DISTRICT AND TO AUTHORIZE THE LEVY OF SPECIAL TAXES FOR CITY OF PALM SPRINGS COMMUNITY FACILITIES DISTRICT NO. 2005-1, (PUBLIC SAFETY SERVICES), ANNEXATION NO. 25, TRACT MAP NO. 38416.”

RECOMMENDATION:

Approve an increase to the purchase order with Insight Public Sector, Inc. for the Microsoft Enterprise Licensing Agreement, from $145,241 to an amount not to exceed $220,000 for the third and final year of the purchase order.

Adopt a Resolution entitled, “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, APPROVING THE ENGINEER’S REPORT AND ORDERING THE CONTINUED OPERATION AND MAINTENANCE OF IMPROVEMENTS FOR STREET LIGHTING MAINTENANCE DISTRICT NO. 3, AND PARKWAY MAINTENANCE DISTRICTS NO. 6A, 6C, 7, 8, 9, AND 10 (ZONES 1 AND 2), AND LANDSCAPE MAINTENANCE DISTRICT NO. 12, AND ORDERING THE LEVY AND COLLECTION OF ANNUAL ASSESSMENTS RELATED THERETO FOR FISCAL YEAR 2022/2023.”

RECOMMENDATION:
  1. Adopt a Resolution entitled, “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, APPROVING AN ADMINISTRATIVE MINOR MODIFICATION FOR RELIEF FROM THE MINIMUM SEPARATION DISTANCE REQUIREMENT IN SECTION 93.23.15 FOR A CANNABIS FACILITY (COFFEESHOP, LLC) PROPOSED AT 605 EAST SUNNY DUNES ROAD FROM AN EXISTING CANNABIS LOUNGE (CASE 7.1647 AMM).”

C.   CVRA WORKING GROUP RECOMMENDATION – REDUCING BARRIERS TO RUNNING FOR CITY COUNCIL AND WORKING ON CITY COUNCIL

D.   APPROPRIATE FUNDS FOR A FACADE IMPROVEMENT/ BUSINESS ASSISTANCE GRANT PROGRAM FOR COMMERCIAL PROPERTY OWNERS OR TENANTS THROUGHOUT THE CITY OF PALM SPRINGS AND APPROVE $150,000 TO FUND THE PROGRAM

RECOMMENDATION:
  1. Appropriate funds in the amount of $150,000 to the Facade Improvements Grant Program for Commercial-Retail Businesses throughout the City of Palm Springs.
  2. Provide direction to staff on the implementation of a Security Video Camera System and Vandalism Repair Grant program in the additional amount of $50,000.
  3. Authorize City Manager or his designee to execute all documents.
